How to lodge a police complaint against fraudulent buyer who has kept the item and placed a chargeback?

The buyer in Monroe, LA bought item on pricegrabber and paid via Paypal. I shipped the item via FedEx to verified paypal address. However, he put a chargeback on his credit card 3 weeks later claiming he never authorized the charge. As a result Paypal refunded all money after three weeks of "fighting dispute". So now I am out of item that I sold and th money as well ( > 0).

Can anyone please advise how do I lodge a complaint against this fraudulent person? What are my options? Any help would be grateful!
I cannot visit local police station in LA in person since I live on east coast. Can I lodge a complaint over the phone?

Paypal Chargeback?

I rendered WEB DESIGN TUTORING over net FOR MONEY where the client paid money through paypal using credit card.

And after 2 months i got a charge back. A nd how to fight this?

I dont have funds in my paypal account. So how would paypal collects money?

If i fail to do so. what would be the result?

please help me out.

What is the best credit reporting agency?

I have done a little research and have found that some of the popular ones aren’t that accurate. Does anyone know. Also is it safe to send your S.S.# on these sites? This sort of worries me. What would make it safe if not? Thanks
yngblk: will it cause my credit rating to go down if I get a 3 in 1 report? I have always heard it will. I have never checked my credit. It has always been excellent. For some reason I tried to get a credit card this morning and they denied me. I want to know why.

customer charged back credit card after 3 weeks, and after using the service.?

I own a business in Wisconsin, and recently had a customer charge back their credit card 3 weeks after using the service they paid for. I have 2 merchant accounts. One is a regular merchant account, the other is through paypal. I have been in business for 3 years and have had 4 chargebacks in this amount of time, which is very low considering how much volume we do. My regular merchant account fights chargebacks very good, and i have never lost with them. Paypal however is terrible at fighting them, as I have never won with them. My question is, can I simply run this person’s transaction on my regular merchant account, after they have done a chargeback on my paypal merchant account? Or will I get in trouble for running it again. This person still has merchandise from us, and used our service, yet has not returned anything after the chargeback. The reason I want to run this again on my regular merchant account is because if they do a chargebcak on that one, I know I will probably win.
